IDOT- Abandoned Contracts
The Illinois Department of Transportation hired a $23-an-hour consultant to study traffic signals in the Chicago area, but officials are left trying to salvage data James Killeen turned in because he skipped out on the contract, not completing the final report summarizing his findings as required.
- Here are Killeen's reports which he turned in after traveling Chicago area streets and checking traffic signals. He was paid for work recorded through p. 22; he was not paid for reports after that because he did not complete a final report as required.
- Killeen's contract orginally was for $19,999. When IDOT spokesman Matt Vanover was asked about the deal last May, he said the work was done more quickly than expected and the cost would be about $5,000.
- Transportation Secretary Timothy Martin chose Killeen's resume "from a stack of resumes," spokesman Matt Vanover said. Martin interviewed and hired Killeen, but did not require him to submit job references.
