Department of Human Services The Illinois Department of Human Services refuses to release any documents to show the work done by Eugene Davis and Carlos Estes, two former high-paid staffers. Testimony in a federal lawsuit indicates both were almost exclusively drivers: Davis for DHS Secretary Carol Adams, and Estes for then-chief of staff Teyonda Wertz, whom Estes claims in the lawsuit sexually harassed him .
The Associated Press first was required to file a request under the Illinois Freedom of Information Act to get job descriptions for the pair, whom Adams has since said were not drivers. Here is the job description for Eugene Davis (pdf) and the job description for Carlos Estes (pdf) The AP then filed a FOIA request for copies of documents (pdf) the two produced while working for the agency, but DHS denied disclosure of the records under an exemption in the act governing " preliminary drafts, notes, and recommendations."
